Cr Tess Morgan was elected as the Councillor for the Golden Point ward in October 2024 and it is her first time serving on Council.
From regional Victoria, she has lived in Ballarat since 2016 and loves living in a larger town while still feeling connected to a place and a community. She believes we truly have the best of both worlds in Ballarat.
Cr Morgan’s focus for the 2024-2028 Council term is on listening to the community and ensuring all areas and residents are considered and represented equally when it comes to Council decisions, as well as improving safety on our roads, footpaths and in the community more generally.
Cr Morgan has a wealth of Government and governance experience working as a policy advisor and economist across various roles, particularly education and environment policy. She is also a teacher with experience working in schools across Ballarat and beyond including roles on multiple school councils. She also has a range of volunteering experience.
She has a Bachelor of Commerce with first class honours in economics, along with a Masters of Teaching.
