The purpose of the Revenue and Rating Plan is to determine the most appropriate and affordable revenue and rating approach for the City of Ballarat.

We administer and implement the Ballarat Planning Scheme in accordance with section 6 of the Planning and Environment Act 1987.

A Public Infrastructure Plan (PIP) is an application requirement in the Urban Growth Zone, Schedule 2 for subdivisions.  A PIP is required when a planning permit is lodged (rather than after a permit has been issued) in order to clearly establish expectations (both City of Ballarat and Applicant) and, to speed up implementation and on the ground delivery.
