Project History

The Bakery Hill Urban Renewal Plan was adopted by the Council in October 2019. 

The Plan was prepared with many technical and community stakeholders and using the UNESCO Heritage Urban Landscape method. A phased approach was planned, with regular input by community, traders, and technical stakeholders.  

Funding for the project comes from three main sources: 

  • City of Ballarat budgeted $15 million for the project.  

  • The Victorian State Government supplied $666,120 from the Blackspot funding program  

  • Regional Development Victoria supplied $708,748 from the Ballarat Connect program  

The total investment for the project is $16.5 million.  

The Bakery Hill Urban Renewal Plan was made because Bakery Hill is experiencing a steady decline in retail and business activity.  

There is poor connection east to west and north to south, creating physical challenges accessing the Bridge Mall. Ballarat community members and visitors are using the Mall less and less. Poor natural surveillance allows for antisocial behaviour to increase and spread across the precinct to include Curtis St and Little Bridge Street.
