Statement from the Chief Executive Officer about the Pitcher Partners report
The Pitcher Partners report was an audit of available documentation and information.
This report accurately reflects the information that was available to the auditor.
What it highlights, and was noted in the report, was there were significant gaps and problems in record and expense keeping process at that time.
Any misinformation in the report, is a direct representation of the records available.
This is exactly the reason we have implemented new procurement policies and procedures, and are enforcing these at all levels of Council.
The independent review was also provided to the Local Government Inspectorate for their investigation and consideration.
The Inspectorate reviewed the report and has endorsed its findings, approach and recommendations.
Given all of this – and for transparency and accountability it was important to release the report as drafted. My responsibility is to the entire Council and the ratepayers of the City of Ballarat.
For the sake of completeness, this will be referred to the Council’s Audit and Risk Committee, to allow them to address concerns raised and make final recommendations.
