ANNUAL REPORT 2020/21 AVAILABLE FOR PUBLIC INSPECTION
In accordance with the requirements of the Local Government Act 1989 the City of Ballarat’s Annual Report for the 2020/21 financial year has been prepared and will be available for public inspection at the City of Ballarat’s Customer Service desk, The Phoenix, 25 Armstrong Street South, or online at ballarat.vic.gov.au from Thursday 26 November.
The Annual Report 2020/21 will be considered and discussed at the Ordinary Council Meeting on Wednesday 16 December. The meeting will be broadcast live on the City of Ballarat website.

CONSULTATION ON GOVERNANCE RULES REVIEW NOW OPEN
Consultation on a City of Ballarat’s Governance Rules review is now open.
The Local Government Act 2020’s Section 60 requires councils to develop, adopt and enforce Governance Rules.
Since adopting the Governance Rules in September 2020, improvement opportunities to ensure relevant and up-to-date governance practices have been identified.
Key proposed changes include:
- Clarification around the mayor’s election, including removal of an externally managed election report and removal of the election of a temporary chairperson rule as the Local Government Act requires the CEO to preside over the mayor’s election
- Public Question Time changes, and submissions to be received in advance to enable community members to receive full and timely responses at council meetings
- Clarity on asking questions during debate to ensure good governance in decision making
- An extra rule for a consistent approach to bereavement motion inclusion in council meetings
- Changes to Conflict-of-Interest Register management
- Clarity on advisory committees’ reporting obligations
Consultation is open now at the MySay page on the City of Ballarat website at ballarat.vic.gov.au and closes at 9am on Thursday 14 October 2021.
