NOTIFICATION OF ROADWORKS
Windermere Street
Roadworks in Windermere Street will commence on 28 January 2025 and expect to be completed by 31 May 2025.
This project will see the shoulder reconstructed in Windermere Street, Ballarat Central from Sturt Street to Dana Street. Detours will be in place for the duration of the works which will allow one way traffic heading south from Sturt Street through to Dana Street. Roads will be signed to direct vehicular traffic accordingly. Variable message signs will be in place next week.
Rubicon Street / Talbot Street South Roundabout Construction
Works are currently underway at the above location with an expected completion date of mid-February. There is a partial closure of the site however Rubicon Street remains open with one lane in operation under portable traffic lights to manage traffic flow.
The lane is narrow and not suitable for trucks or larger vehicle access. These vehicles are advised to seek an alternative route at Hertford Street.
Dana Street/ Raglan Street South Roundabout Construction
Roundabout construction at the above location will commence on 17 February 2025.
The project is funded by the Australian Government’s Black Spot program.
A full closure of the intersection is required to complete works. Detours will be in place for Sturt Street and Eyre Street.
Mount Buninyong Road
Mount Buninyong Road will be temporarily closed in both directions, from Blackberry Lane to the Look Out in both directions, from Monday, 3 February to Friday 7, February 2025.
Shoulder grading and drainage works will be taking place, followed by spray sealing and pothole works.
Vehicles will not be able to access the road during this period. For more information contact 5320 5500.
AIRPORT ROAD DISCONTINUANCE / LIBERATOR DRIVE EXTENSION
Construction on the new extended runway at the Ballarat Airport is nearing completion. The final works to achieve completion and certification to make the extended Runway 18/36 operable requires the discontinuation of a portion of Airport Road, which currently crosses the runway extension.
In anticipation of the Airport Road discontinuance, Liberator Drive has been extended around the southern end of the runway by Development Victoria, to provide the future ongoing access road for Ballarat Airport and surrounding properties.
All appropriate signage will be in place to assist with this transition. Residents and airport users will access the Liberator Drive extension at the intersection of Link Road and Liberator Drive to the east, and the intersection of Airport Road and the Liberator Drive extension to the west.
DECLARATION OF BOATING ACTIVITY EXEMPTION
The City of Ballarat as the declared waterway manager for Lake Wendouree, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).
For the purposes of boating activity conducted by Rowing Victoria, persons and vessels involved in the Rowing Victoria Lake Wendouree Regattas 2024-2025 are exempt from the following requirements:
State Rules made under the Marine Act 1988

Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water

Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel
-
Clause 3(a) – must not exceed 5 knots within 50 metres of the water’s edge
-
Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure
Waterway Rules made under the Marine Safety Act 2010 / Marine Act 1988

Clause 42.1 of Schedule 42 – 5 knot speed restriction for all the waters of Lake Wendouree for vessels equipped with engines used for propulsion
Subject to the conditions detailed below:

Masters of rescue vessels are only exempt from items 1 to 5 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety on shore, and must adhere to speed and distance rules at all other times.

Masters of competing vessels are only exempt from items 2 to 4 for the duration of the events.
-
Masters of marshalling/umpire vessels are only exempt from items 2 to 5 when following competing vessels in a race or at the conclusion of a race when returning to the start line for the next race and must not exceed the speed of a competing rowing vessel.

Occupants of powered vessels used in conjunction with the event must wear a lifejacket at all times, and vessels must have all prescribed safety equipment.

The event is operating under the auspices of Rowing Victoria, including the Rowing Victoria Safety Management Plan, which meets the criteria of Clause 3 of Exemption Notice 1 made under the Marine Regulations 1999 in respect of the exemption for rowing vessels to not carry or wear a lifejacket.

The exemptions apply for the dates, times and events specified in Table 1 below to persons and vessels involved in the Rowing Victoria Lake Wendouree Regattas 2024-2025 within the exclusion zone waters of the entire Lake Wendouree.

The exemptions apply provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.
