      PET OF THE WEEK 

 

Axel - a big Maremma is looking for his forever home! He's a mature dog (5 years old) full of love and cuddles. Axel is an easy-going pup who loves spending time with people. Axel loves going on walks and explore. He gets along well with both big and small dogs. 

 
BALLARAT BOTANICAL GARDENS CONSERVATORY 
 
The Robert Clark Conservatory will be temporarily closed on 16 October 2023 until early December for routine maintenance and upgrades. 

The Botanical Gardens and external displays remain open during this time. 

Once works are complete, the Conservatory will reopen complete with the new Summer display of Hydrangeas, Fuchsias and Pelargoniums.

 

PUBLIC NOTICE DECLARATION OF BOATING ACTIVITY EXEMPTION
 

City of Ballarat as the declared waterway manager for Lake Burrumbeet, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).

 

For the purposes of boating activity conducted by Ski Racing Victoria, persons and vessels involved in the Ski Racing Victoria Point Score Series Race 1 are exempt from the following requirements:

 

State Rules made under the Marine Act 1988 

  1. 1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water 

  1. 2. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel

  2.  

Waterway Rules made under the Marine Safety Act 2010 / Marine Act 1988 

  1. 3. Clause 43.3(m) & (p) of Schedule 43 – 5 knot speed restriction areas in southwest of lake extending 100 metres from shore

  2.  

Marine Safety Regulations 2023 

  1. 4. Regulation 61(1) – Master requirement to carry listed safety equipment on vessel on inland waters (bucket with lanyard)

Modification

Item 5   A lifejacket of a type described in Part 4 & 7 of “Schedule 1 - Types of Lifejackets”, of the Marine Safety Regulations 2023 (MSRs) is modified to include a lifejacket is deemed a Level 50S lifejacket or a Type 3 lifejacket if it complies with the current Ski Racing Australia (SRA) rules - Rule 10.6 and Rule 10.14.

 

Masters of rescue vessels are only exempt from items 1 to 3 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety.  

 

Masters of competing vessels are only exempt from items 1,2 and 4, and item 3 provided they do not exceed 5 knots within 50 metres of the water’s edge, for the duration of the event.   

 

  • Occupants of competing vessels must wear a lifejacket at all times that complies with the MSRs in item 5 Modification or Rule 10.6 of the current SRA Rules.  

  • Competing water-skiers must wear a lifejacket at all times that complies with the MSRs in item 5 Modification or Rule 10.14 of the current SRA Rules that adequately achieves the purpose of a Level 50S lifejacket.  

  • Occupants of rescue and official vessels associated with the event must wear a lifejacket at all times, and vessels must have all of the prescribed safety equipment.  

     

The exemptions apply from 6:00am to 5:00pm on Saturday 21 and Sunday 22 October 2023 within the exclusion zone waters - Lake Burrumbeet - Southern end as marked by exclusion zone buoys.  

 

The exemptions apply provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to. 

 

Marine Safety Act 2010 Section 208(2) NOTICE OF BOATING ACTIVITY EXCLUSION ZONE

 

City of Ballarat as the declared waterway manager for Lake Burrumbeet hereby gives notice under section 208(2) of the Marine Safety Act 2010 (Vic) that all persons and vessels not registered to take part in the Ski Racing Victoria Point Score Series Race 1 are prohibited from entering and remaining in the following waters.

 

Waters of Lake Burrumbeet – Southern end as marked by exclusion zone buoys at approximate locations: 

  • 37°30'46.1"S 143°38'11.9"E 

  • 37°31'02.2"S 143°39'51.3"E

The exclusion zone will be in effect from 6:00am to 5:00pm on Saturday 21 and Sunday 22 October 2023.
