Planning Delegated Committee Meeting
At the July Planning Delegated Committee Meeting on Wednesday 12 July Councillors supported the recommendation of Officers to seek an Interim Heritage Overlay from the Minister for Planning for the property at 127 Edmonston Road, Addington. Initial investigations indicate that the property has local heritage significance.
At the meeting, Councillors acknowledged the challenges of this planning process. They also noted that with an Interim Heritage Overlay in place, Officers should work closely with the landowner to understand the state of the buildings and the options available to achieve a suitable outcome for all parties. Councillors have requested a further report once more information is gathered in order to consider next steps.
The heritage significance of 127 Edmonston Road, Addington, was sought after a Planning Application was received by the City of Ballarat on 7 June 2023 to demolish the dwelling and agricultural building.
Research was undertaken on the property, and it was determined to have had significant historical links to the settlement of Learmonth, as a prosperous farming area.
The City of Ballarat will now request the Minister for Planning to apply an Interim Heritage Overlay to the property, until 12 July 2024 to protect the building from demolition with a decision to seek a Planning Scheme Amendment for permanent heritage control to be considered at a later stage.
