Feedback sought on Miners Rest Township Plan

Welcome to Miners Rest monument.

Members of the public are invited to give their feedback on a proposal to amend the Ballarat Planning Scheme to incorporate elements of the Miners Rest Township Plan. 

Adopted by Council in December 2019 the Miners Rest Township Plan aims to protect the rural character of the original Miners Rest township. 

Why is Amendment C235ball Miners Rest Township Plan necessary? 

The C235ball Miners Rest Township Plan amendment is necessary to allow the key land use planning elements of the plan to be incorporated into the Ballarat Planning Scheme. 

The C235ball Miners Rest Township Plan amendment will be on exhibition from Thursday 17 November 2022 to Monday 19 December 2022. 

Key elements of Amendment C235ball Miners Rest Township Plan 

The Ballarat Planning Scheme Amendment proposes: 

  • The Miners Rest Township Plan be incorporated into the Ballarat Planning Scheme as a background document  

  • New Local Planning Policy and Framework Plan to implement the plan  

  • Rezone the General Residential GRZ) areas of Miners Rest North to Neighbourhood Residential (NRZ), apart from the area of GRZ which forms part of the town centre (immediately south of Creek Street) and is designated for medium density housing  

  • a new schedule (Schedule 3) to the Neighbourhood Residential Zone including variations to Clauses 54 and 55 as follows:  

  • Minimum subdivision area: 750 sqm. 

  • Maximum building site coverage: 45 per cent  

  • Minimum permeability: 45 per cent 

  • Landscaping requirements  

  • Associated objectives and decision guidelines 

  • Place the Amendment on exhibition pursuant to Section 19 of the Planning and Environment Act 1987. 
     

Enacting elements of the Miners Rest Township Plan 

Once the Ballarat Planning Scheme is amended land use planning strategies and actions in the Miners Rest Township Plan can be enacted. Including: 

Rezoning most of the General Residential Zone in the northern township to ‘Neighbourhood Residential Zone’, this: 

  • maintains larger lot sizes 

  • encourages low scale residential development 

  • protects views to the surrounding rural landscape 

  • increases native vegetation cover. 

Miners Rest Township Plan history 

The Miners Rest Township Plan was developed following extensive community consultation from 2017 to 2019 with residents identifying opportunities and challenges including flood management, improved quality of development and the protection of views in the rural setting.  

The Miners Rest Township Plan was adopted by Ballarat City Council at its meeting in December 2019. 

At the same meeting Council resolved to amend the Ballarat Planning Scheme to incorporate the Miners Rest Township Plan into the Ballarat Planning Scheme. 

City of Ballarat has conveyed information about exhibition of Amendment C235ball Miners Rest Township Plan to owners and occupiers in Miners Rest via letters, public notices, the Government Gazette, social media and posters.

Next Steps 

Following the exhibition period all submissions will be reviewed and presented at a Council meeting in early 2023 to progress to next stages of the Amendment process. Anyone making a submission will be notified directly about the meeting.
