Tender process - Pipecon

The following statement is in response to enquiries from The Courier regarding the tender process relating to the Pipecon tender award.

The Mayor, Cr Harris and CEO recently met with family members impacted by the tragic workplace incident at which union representatives were present, out of that meeting the Mayor committed to discussing a review of the Procurement Policy with the Councillor group.  

Since 2018 the City of Ballarat has contracted Pipecon on 7 occasions with works totalling $5,260,804.82. 

The City of Ballarat’s thoughts remain with the families affected by the tragic workplace incident, the circumstances of which have been investigated by the appropriate channels and bought before the courts.

Occupational Health and Safety compliance forms part of the tender evaluation, which is a requirement of our procurement process. 

Our evaluation includes a range of comprehensive OHS considerations such as the company’s accredited OHS systems and work cover certification. 

The City of Ballarat’s thoughts remain with the families affected by the tragic work-place incident, the circumstances of which have been investigated by the appropriate channels and brought before the courts for penalty. 

Pipecon’s application was considered like all other tenders in our process, with occupational health and safety performance being one of the factors taken into consideration. 

All City of Ballarat tenders are evaluated on their merits under a wide range of conditions and through a rigorous tender process. 

The OHS evaluations form part of the tender submission and are considered commercial information as they contain private commercial information. 

Private commercial information, being information provided by a business, commercial or financial undertaking that—  

              (i)     relates to trade secrets; or  

              (ii)     if released, would unreasonably expose the business, commercial or financial undertaking to disadvantage.
